[In billions of dollars (3.1 represents $3,100,000,000).Covers transactions in all types oflong-term foreign securities by foreigners as reported bybanks, brokers, and other entities in the United States(except nonmarketable U.S. Treasury notes, foreign series; andnonmarketable U.S. Treasury bonds and notes, foreign currencyseries). Data cover new issues of securities, transactions inoutstanding issues, and redemptions of securities.Includes transactions executed in the United States for the accountof foreigners, and transactions executed abroad for the account ofreporting institutions and their domestic customers. Data bycountry show the country of domicile of the foreign buyers andsellers of the securities; in the case of outstanding issues, thismay differ from the country of the original issuer. The term"foreigner" covers all institutions and individuals domiciledoutside the United States, including U.S. citizens domiciledabroad, and the foreign branches, subsidiaries and other affiliatesabroad of U.S. banks and businesses; the central governments,central banks, and other official institutions of foreigncountries; and international and regional organizations."Foreigner" also includes persons in the United States to theextent that they are known by reporting institutions to be actingon behalf of foreigners.Minus sign (-) indicates net sales by U.S. investors ora net inflow of capital into the United States]
