Terrorist groups - foreign based:
Jemaah Islamiya (JI): aim(s): enhance networks in Malaysia and, ultimately, overthrow the secular Malaysian Government and establish a pan-Islamic state across Southeast Asia area(s) of operation: maintains a recruitment and operational presence, primarily in major cities; authorities have foiled several plots targeting densely populated sites for attack, including Kuala Lumpur City Centre, embassies, government buildings, and popular tourist attractions; prior to the government exerting intensive counterterrorism measures, JI was based in Malaysia until moving its headquarters to Indonesia in 1993; has established ties to the Malaysian Militant Movement (Kumpulan Mujahidin Malaysia, KMM), a home-grown Islamist extremist group; JI recruiters continue to target youths for fighting
Liberation Tigers of Tamil Eelam (LTTE): aim(s): enhance networks in Malaysia and, ultimately, revive the movement to establish a Tamil homeland area(s) of operation: maintains safe havens, transit routes, human trafficking, and an operational presence in an effort to revive the movement and conduct attacks; authorities continue in 2017 to pursue leaders, operatives, and supporters for arrest
