Based on reports from state governments (44 in 1973; 48 in 1975, 1976, and 1979; 47 in 1977 and 1983; 45 in 1978; 42 in 1980; 49 in 1981 and 1984 through 1987; and 50 in 1989 through 1991) and a sample of county, municipal, township, and special district jurisdictions employing 15 or more nonelected, nonappointed full-time nonappointed full-time employees.
