1 Gross government investment consists of general government and
government enterprise expenditures for fixed assets; inventory
investment is included in government consumption expenditures.
2 Consumption expenditures for durable goods excludes expenditures
classified as investment, except for goods transferred to foreign
countries by the Federal Government.
3 Consumption of fixed capital, or depreciation, is included in
government consumption expenditures as a partial measure of the value
of the services of general government fixed assets; use of
depreciation assumes a zero net return on these assets.
4 Compensation of government employees engaged in new force-account
construction and related expenditures for goods and services are
classified as investment in structures. The compensation of all
general government employees is shown in the addenda.
5 Consists of aid to families with dependent children. Beginning with
1996, assistance programs operating under the Persosonal Responsibility
and work opportunity Act of 1996.
6 Prior to 1974, consists of old-age assistance, aid to the blind,
and aid to the permanently and totally disabled, which were partly
federally funded.
7 Consists of emergency assistance and medical insurance premium
payments paid on behalf of indigents.
8 Consists largely of foster care, veterans benefits, Alaska
dividends, and crime victim payments.
